Welcome to Twitter! To speak to people you need to write @ then their Twitter name for example mine is @SegeriusBruce then write your message to them. You can only Direct Message people who are following you (Direct Messages are private and only they can read them, whereas the @.... ones are public). Hope this helps a bit!
